What are towing and towing related services?
Towing and towing related services means any service for moving or removing disabled vehicles, with or without the use of a tow truck, including pushing stranded motor vehicles;
providing emergency road service in connection with such moving or removal; and installing dollies for the purpose of loading a disabled vehicle onto another (e.g., transporting) such vehicle or onto a tow truck.
A person who engages in this activity must be licensed by DMV as a tow car operator under Vehicle Code Sections 9550-9559.
This definition does not apply to
(1) the owner of a vehicle moving his or her own vehicle;
(2) services that do not involve movement of the disabled vehicle;
(3) activities by a towing company when at the site of, and rendering assistance to, state employees in response to an emergency call.

No. The law requires only that each tow truck meet certain equipment standards based upon its load capacity.
However, if the tow truck is not marked as required for its load capacity, DMV can presume it is marked as if loaded to its highest capacity.
This means that if your tow truck has a 4-ton gross combined weight rating (GCWR), it must be marked as if it had a load capacity of 8 tons.

Other information which may be included on the truck includes the name of the business, shop address, and telephone number.

Hazard warning flashers are required on all vehicles when used in commercial operations that require frequent stops to load or unload cargo where the cargo hazard lights are inadequate to warn approaching traffic of potential hazards.

You'll be able to handle any further business by phone, or we could always go ahead with a ride back home if that would work better for your schedule. If you'd like to ride with the vehicle, then yes. But if we need any information, let us handle it through phone calls while someone brings your car for repairs at our shop.
